feat(iceberg): reuse http client for iceberg

What's changed and what's your intention?

• Bump iceberg-rust to a version can reuse a global HTTP client which can increase the performance so much because previously each HTTP request to iceberg storage will initiate its own TCP connection. By reusing the TCP connection, we can greatly improve the performance by 10 times (from 1500ms to 150ms the benchmark is performed in a local MINIO server).
• Resolve Improvement: reuse the tcp connection when iceberg plans files #17937
• Code changed in iceberg-rust https://github.com/risingwavelabs/iceberg-rust/blob/24bd5869f2779a8b9786b5a6e1f9723844f5a82c/crates/iceberg/src/io.rs#L438-L440
