RDK-47994 : Return ERROR_GENERAL if call with wrong scope
Reason for change: Get token from auth service plugin. Auth service doesn't have c++ interface, can be inactive or token is not set. Also get ids from file system and supply in the calls. Update proto with new parameters. Unite sqlite implementations in one class, use QueryInterface instead of Root. Return ERROR_NOT_SUPPORTED if unsupported.
