Allow us to support multiple versions of OpenStack going forward by parameterizing the OpenStack version for the Ironic container.
Allow these two container builds to happen in parallel by defining two different jobs.
Allow the docker metadata-action step to generate our labels. Use the annotations that the metadata-action generates as well.
Since we'll support multiple OpenStack versions, the latest tag doesn't make sense. The tag we're building is really the "latest" tag for this combination.
Added the ability to use OpenStack 2024.1 for our versions.
