Debian Bookworm has bumped to dnsmasq-2.90 so the patch needed to be rebased to that version. Made the build in the Dockerfile a bit more generic to versions so we can support a future version bump more easily. Fixed an issue where any Debian patches were dropped.

Debian bumped to 2.90 and dropped the version of python-jinja2 so update things to be a bit more dynamic for bumps. Rebased our patch onto 2.90. Fixed an issue where the Debian patches were dropped for our patch. Changed to appending ".uc1" to the Debian version to make it more clear as to the version origin if you hop into the container.
