The functionality here should be identical except for making this more generic for building any of our OpenStack project images.
Always ensure that our OpenStack base image is up to date.

Make the building of our OpenStack project containers a bit more generic so we can add others in the future. Make it that we always pull the container image rather than using what the builder might have cached.
