We don't generate or use secrets like this anymore so remove this from the repo entirely.
There's no reason for these two scripts being separate so merge them together to get future simplification.
Stress that the current docs are centered around a development environment.

Removed the old secrets bits and merged easy-secrets into gitops-secrets-gen so that we can make future improvements. Updated the docs to stress that they're targeting a development environment.
