add neutron QOS support (#10)
Browse files Browse the repository at this point in the history
This change ensures that the neutron qos plugins are available by default
within a genestack deployment. The QOS plugin will allow an admin to
craft network policy which meets the needs of the cloud environment for
different projects and workloads.

For more on QOS see: https://docs.openstack.org/neutron/latest/admin/config-qos.html
