Some unassigned code evaluation was present that, moreover, caused an error when opt is a string (typical for an environment variable).
…option * I.e. avoid the error messages being printed in testthat output (reconfiguration errors since the provided paths don't exist :-) )

This is a follow-up to PR #192, hence issue #187.
R_QGISPROCESS_DETECT_NEWER_QGISqgisprocess.detect_newer_qgisoptionFurther, the handling of a boolean option / environment variable is now provided by a new internal function
resolve_flag_opt(), to avoid code duplication and mistakes.
