Describe your changes

Updates the bridge finalization fee for L1. The fee for the mev-commit chain remains nominal since the relayer doesn't have to pay for tx fees

@aloknerurkar @mrekucci, just confirming that the relayer account not paying fees on the mev-commit chain has been working from your perspective? If so we should be fine to keep SETTLEMENT_FINALIZATION_FEE equal to 1 wei.

Yes, it's been working so far, so I'll keep it to 1 wei.
