Describe your changes

There are some artefacts from the previous mev-commit version that needed to be cleaned up. Most of them are no longer being used anywhere. Also all the previous dockerfiles have been removed. These can be added back as required based on the approach taken in future with regards to dockerization.

There was a bidder-cli tool which was worked on in the initial days which no longer worked. A new bidder-cli tool is added which now works with the 0.6.1 version. This tool can now send private transactions to the mev-commit providers using the user's EOA account. This was tested with the existing providers.

The oracle dashboard has been a tool used by the devs to look at a snapshot of what is happening on the network. This is live stats from the oracle application and separate from the metrics we collect. The oracle process is not really a place to house this service as this will affect the oracle operations. A separate tool is now added which provides a slightly wider API. This tool can be run by anyone to get these stats from the chain.
