feat: migrate infrastructure repository #19

In addition to the migration, the following changes were made to the original infrastructure repository:

introduction of HC Vault for storing secrets
downloading secrets from the AWS Secret Manager for mainnet and testnet environments and from the JSON file for other environments
nomad and other dependencies are installed using the package manager instead of installing from source
introduction of Linux crisis tools
