What's new in this PR?

  • Add GitHub PR template
  • Try to add CI to run forge build, forge fmt, and forge test
  • Add new defaults to foundry.toml
  • Remove starter files from nest
  • Update .gitignore to ignore devnet broadcasts
  • Copy over the current, initial state of nest into a foundry-template folder that can easily be copy-pasted
