…use of mamba for environment creation. Also updated cellectpy3 env to specify python 3.7 due to issues with CELLECT when using python 3.6

Recently tried a clean installation of CELLECT (for myself and others) and ran into a few package issues. Corrected package versions, created a base environment for users to begin using CELLECT (contains snakemake and mamba), and expanded snakemake run to use mamba frontend. README.md has been updated accordingly
