Additional performance improvements

Hardfork to fully Proof-of Stake and reject proof-of-work (mining) blocks at block 1,700,000 to normalize against block reorganizations and stablize the chain for kekdaq release

At block 1,700,000 POW is ended and POS pays 15 PEPE / MEME for every POS minted block. Mastertoads still receive 37.5% of the POS reward.
