Updated ARB durations to range from 30 minutes to 90 minutes; biotech from 30 minutes to three hours

I changed "Biomedical" to "Biotech Commons" because it wasn't allowing for longer reservations when it was just "Biomedical." I saw that "Biotech Commons" is what it was listed as in the PennMobile API server |
