Changed twinCAT build version 4024.12 and disabled the LIB

This version was tested on plc-mfx-motion with both the Spectrometer and LJ (liquidJet) connected. Nick L found that the TC build version needed to change to 4024.12, and the LIB needed to be disabled for both devices to load.

Description

Build version was changed from 4022.30 to 4024.20

Motivation and Context

It allows the Spectrometer and LJ to run concurrently.

How Has This Been Tested?

This was tested on plc-mfx-motion. The spectrometer was ran nominally, and the LJ was online but no axes were moved.
