This PR contains following changes in release pipelines:

  • re-built Create Release Draft workflow
  • binaries builds are moved completely to the Release - Build node release candidate flow
  • added upload of all the release artefacts to the S3
  • adjusted Release - Publish Docker Image workflow, so that it will match now the new release flow.
