Fix some packaging issues in 1.4.0:

  • the sdist is too large as it contains tests and docs
  • WIndows sdist builds tend to fail due to a bug in the build scripts

"post1" seems appropriate because if a user does have 1.4.0 working already they won't benefit from the update.
