this fixes half the accidental refreshes

using `auto` for overflow is practically the same as using `scroll`, but it will also hide the scrollbar when it isn't needed

This PR pretty much does what the title says.
I temporarily put up a testing site here: https://rules-test.soni.yessness.com/
I tested it with device simulation on firefox, but apparently it doesn't work on actual phones 😭
