It turned out that these tags - 1286 in total - were never used anywhere, were not surfaced to the authors, and hence we certainly don't need these ones any longer.
They can also be deleted cleanly despite the
tagstable having many foreign keys pointing to it, indicating that these tags really weren't used anywhere.
