v19.0.0 sumac release

Todos before merge

  • Ensure changelog exists for v19
  • Ensure CI/Tests are working as expected
  • Ensure sumac branch is up-to-date with main (updated as of December 11, 5:30 PM Pakistan time)

Merge Option

  • Ensure "Merge Commit" option is used to merge the branch into master (Responsible: @DawoudSheraz ). This is needed to ensure the commit history when master is merged back into nightly

Existing URLs are (301, permanently) redirected to the new ones. We are
doing this because the course-authoring MFE has been migrated to a new
repository.

Close #224.
The default URL to run a local platform switched from local.edly.io to
local.openedx.io. This changes makes it clearer for everyone that Tutor
is to run Open edX.

This provides a mechanism to configure frontend plugins using a new
PLUGIN_SLOTS filter and a series of patches that modify a base
`env.config.jsx`, in such a way that multiple plugins can take advantage
of the file (including for purposes beyond frontend plugins) without
clobbering each other.
