rearranged the order in which 4 subsections of documents appear #277

This PR will resolve #276

Description

The order in which the 4 subsections appeared in documents section of openTofu website was not intuitive. This PR rearranges those subsection to make the page look more organised

@janosdebugs Why was the PR merged despite failing the deploy check?

@namgyalangmo unfortunately the CF deployment only works for PRs from this repo, it doesn't work for PRs from forks. We should fix that at some point, but we don't really have a good solution at the moment.
