I'd be fine with this but would like to pass the "review/approve baton" to @dstebila : He's much more hesitant than I am to drop old stuff. Also, I'd argue that this brings oqsboringssl and oqsprovider out of lockstep (see open-quantum-safe/oqs-provider#593 (comment) for a re-alignment proposal).

Google has officially dropped Dilithium in this commit.

Also, in the README.md, we mentioned that there is no guarantee of API stability, so I prefer to remove these outdated algorithms.

That's a good point. This is standard boringssl verbiage which we failed to add to oqsprovider :-( Thus, people can claim there we need to keep supporting old algs... probably the very same folks that don't contribute but use it productively against our guidance :-( In sum then, no objection from me to have oqsboringssl move at a higher pace than oqsprovider.
