-Remove redundant account page SCSS file

-Fix footer styling
-Add mixins

Motivation and Context
General updates to avoid needing to make these changes every time a new project is setup using Obelisk. Also provide improvements to the hierarchy of SCSS files and some reusable variables and mixins
