RCR v2.4.7: Zenodo/DOI creation

The main purpose of this release is for Zenodo, so that a DOI can be created for RCR.

RCR v2.4.6: First Github official release

I decided to start using Github's release system to create milestones for RCR (while continuing to use the same versioning).
The main milestone for this release is the publishing of RCR to Python. Some highlights of this are:

• RCR is now published to the Python Packaging Index (here)
• Travis CI is now used to test and build new code (here)
• The documentation is (mostly) finished, with only minor edits remaining (here)
• The paper accompanying this is almost done (stay tuned :) )
