Quarkus Instrumentation V2

Includes support for Quarkus Resteasy 2.11.0.Final and later

1. Download the release instrumentation.tar
2. In the New Relic Java Agent directory (the one with newrelic.jar), create a directory named extensions if it does not already exist.
3. Extract the release jars in instrumentation.tar into the extensions directory.
4. Restart the application
