Minor patch that integrates a config file, and UI tweaks.

Exe release for 1.6.8.
Again, ESRGAN will not be released for the exe. You can access the Colab notebook on the main page for that.
The video maker, in the DCP video decensoring, will now make a copy of the output final video with sound. A copy of ffmpeg is packaged, along with its license.
