fix bugs in msmbuilder/test

testmsm 3.8.3

testmsm 3.8.3 (3.8.1, 3.8.2 skipped) updates the msmbuilder 3.8.0 source code to make it be compatible with its recent version of dependencies.
It makes the following improvements based on msmbuilder 3.8.0:

1. previous: scikit-learn <= 0.19 now: scikit-learn >= 0.21
2. previous: python <= 3.6 now: python = 3.7, 3.8, 3.9
3. msmb commands line argument bug fixed

Future work: msmbuilder/tests will be updated in the next version
