DOP-4401-c: Add commit hash to path for Smoke Test Deploys

Smoke test site deploys will live in dotcomstg buckets in S3 with paths beginning with whatever the sitepath would normally be, expect under two sub-directories: smokeTestDeploy and then (the commit hash of the commit to the main branch in docs-worker-pool that triggered the Smoke Test Deploys).

These changes have been tested in relative isolation on this branch as well as in PR
DOP-4414.
