DOCSP-33172 add meta::description for top 250 (#3087)

## Pull Request Info Hey @dacharyc! I'm on to the next round of top 250 updates. Please feel free to edit the descriptions I put in--I just picked a sentence from each page that looked good. We need something; doesn't have to be perfect but if you think something else would be better, please change! Thanks!
