Add new /meta/notes route which lists pages with a note

What does it do?

Adds a new route at /{version}/meta/notes that lists documentation pages with either a note or suggest_delete entry.

Why is it needed?

Makes it easier to monitor/track/review pages that are marked as needing a review.

Not quite sure if this is the right hammer for this nail. It gives a nice table, but:

1. Should this be in the main menu like this?
2. If we're going to make a list of pages needing work like this, should we accept PRs that only add a note/suggest_delete to pages that need a review? Or, would it be better to concentrate such discussions in issues on that repo instead?
