Vault SSH for public cloud VMs (#1054)

* Vault SSH for public cloud VMs

This uses the vault "ssh-ansible" SSH CA, not the "ssh" CA which
the operator infrastructure uses.

Also includes a script ("mgmt/vault/vssh") to help with vault SSH logins
and especially tunnelling.

* Hard-coding

* Add "x" to option list

* Github Edge-Cloud-Development team access to vault SSH

* Ansible syntax, vssh defaults
