Updates to Artemis service & telemetry endpoints for gov clouds

This pull request primarily focuses on enhancing the telemetry capabilities of the application. It introduces changes that allow the application to handle additional geographical regions and their corresponding telemetry endpoints. The key changes include expanding the list of URLs to include additional regions, modifying the OneDSLogger class to accept a new parameter geoLongName, and updating the getInstrumentationSettings method to handle the new regions.

Enhancements to handle additional regions:

• src/common/ArtemisService.ts: The convertGuidToUrls function has been updated to generate URLs for additional regions such as gccUrl, highUrl, mooncakeUrl, and dodUrl. These URLs are then added to the endpoints array in the fetchArtemisResponse function. [1] [2]

• src/client/extension.ts: The activate function now retrieves geoLongName from the artemisResponse and passes it to the oneDSLoggerWrapper.instantiate function.

Modifications to OneDSLogger class:

• src/common/OneDSLoggerTelemetry/oneDSLogger.ts: The OneDSLogger constructor and the getInstrumentationSettings function now accept a new parameter geoLongName. The getInstrumentationSettings function uses geoLongName to determine the appropriate geo value for the new regions. Additionally, the instrumentationSettings object has been updated with new endpoints and keys for the additional regions. [1] [2] [3] [4]

• src/common/OneDSLoggerTelemetry/oneDSLoggerWrapper.ts: The oneDSLoggerWrapper constructor and the instantiate function now accept a new parameter geoLongName, which is passed to the OneDSLogger constructor.
