When developers build a target on the SQLTarget base implementation, the feedback has been that (1) it's very quick to get things 'basically' working and (2) the iceberg of issues below the surface is very large and complex.

We should build into the SDK a more stable foundation, including built-in tests for edge cases and hard-to-predict problems.
