rsync action v0.1.0

In addition to the currently limited-beta status of GitHub pages this release has two caveats that users should be aware of:

1. Host verification does not currently work and is disabled
2. This uses SSH, and requires you to provide SSH public and private keys to the GitHub UI (not recommended for in-production uses). Also, this has not been vetted by an infosec professional
