This PR vendors the crypto crates from multiple repositories, and adds basic project metadata such as readme, licenses, acknowledgements, etc.
This only vendors crates (mostly) as-is and does not reconfigure them to work as "proper" workspace (e.g. use local paths within workspace). CI is also missing at this point, will be added later.
One important thing to notice is that previously the whole
blake2_simdrepository was fetched inside ofbellman, but here I extracted the only changed crate (blake2s_simd) and "flattened" the structure.
