Purpose
This PR adds in the start to testing Windows support.

When installing Lucky as a dependency, it would run the precompile task script which was all written in Bash. There's also talk about the shards postinstall going away anyway, so this moves all of the precompile tasks to executables in the bin and with this CLI PR we can easily run those from our project directory.
Also adding in Windows to the CI
