Upgrade to a new version of Butler server with support for a `query_collection_info` endpoint that is needed by the new Butler Collections API that will be part of the 2024_37 pipelines stack.

Switch to universal dependencies and remove the explicit dependency on greenlet. Move the runtime dependencies into pyproject.toml so that normal Python package installation will pick them up, but keep freezing dependencies as well.
The new version of Pydantic generates a slightly different schema for secrets.yaml.
