Elevate privileges of SpoutCamSettings to require Administrator privileges

Download SPOUTCAM_06-09-23.zip below
Unzip to any convenient location
Refer to readme.txt for options
Run SpoutCamSettings and allow administrator access
If you see an "Un-Register" button, click to unregister existing SpoutCam
Click "Register" to register the new version.
