I think what happened is that because the action failed on the 2.21.3 release PR merge due to the tagged releases, it didn't create the tag. I tried manually creating the 2.21.3 tag, but then of course goreleaser depends on a tag being created as an output of the RP job, so goreleaser was never triggered. This is maybe one of the downsides of having them on the same workflow.
