Load EVCs on startup, so they will also be loaded when the
NApp is reloaded.
Previously EVCs were loaded only when a new interface was created.
Fixes #19

The code assumed  key only existed if a tag
value is set, but that is not always true, leading to
errors when trying to load EVCs from storehouse.
