What this PR does / why we need it:

This change will disable the dependency report when generating the release notes. This is a temporary measure whilst we update the branch to use go 1.21.

Release note:

Disable dependency report generation short term.

This change will disable the dependency report whenw generating the
release notes. This is a temporary measure whilst we update the branch
to use go 1.21.

Created #4820 and added it to the next v2.3.next milestone so we don't forget to re-enable it.
