setup pre-commit install in the devcontainer and update local development steps to ensure that pre-commit is running

A potential fix for #286 which would allow us to use the formatter to fail if changes using ruff format --check.

Currently we have a pre-commit.config.yaml but it isn't enforce (also not sure how setup it is)

Our devcontainer doesn't have pre-commit installed or configured

Our local instructions don't mention using pre-commit either
