OpenOPC for Python 1.2.0 release v1.1

OpenOPC for Python is a free, open source and easy to use OPC (OLE
for Process Control) library designed to be used with the popular Python
programming language. The project also includes a Windows gateway
service that enable non-Windows clients to also access OPC-DA calls.

This is a release version 1.1.
