Description

This is just to create the pre-requisite files needed for adding a new language to the app along with updated tests. This does not yet add any translations, as I want to use this as a baseline to make it a little easier to keep track of the progress here. I expect once all translations have been completed and merged into ja-translations, at that time we can merge those into master.

Does everything required for translation prep, as far as I can tell! 🎉 Would like Julia to double check as well.

Good idea to do this! Oooh maybe we could integrate some steps on setting up a WIP branch in the main repo and merging into it?
