Not sure why build step cannot access github packages registry.

The reason why the build step cannot access github packages registry:

  • GITHUB_TOKEN should be defined as an env
  • For a new PR, previous workflow files are run, not the workflow files in the PR. So, workflow file change does not take effect on that PR
