@shamser - I think this is okay, and will be accounted for missing time, that is being performed by the hash distributor that's pulling the input asynchronously.

on reflection after looking at hash distributor PR - I'm not so sure about this change.

I think with the pending changes to the distributor in #19272, you are going to double counting in fetch with this change.

I'm closing this PR as the hash distributor changes should track lookahead for FetchActivity (#19272).
