HPCC-31442 ECL Watch v9 ZAP Dialog log inclusion options

Expose the "IncludeRelatedLogs" and "IncludePerComponentLogs" request parameters for /WsWorkunits/WUCreateAndDownloadZAPInfo, which were added in HPCC-31441
