Tested for AIX 5.3, AIX 6.1 and AIX 7.1.
I recommend the db4 package on perzl (http://www.perzl.org/aix/index.php?n=Main.Db4)

rpm -ivh RPMS/noarch/pup-facter-1.7.2-1.puppet.local.aix5.3.noarch.rpm
rpm -ivh RPMS/ppc/pup-puppet-3.2.4-1.local.aix5.3.ppc.rpm
Note that all binaries are installed to /opt/puppet

Set auto-startup.
ln -s /etc/rc.d/init.d/puppet /etc/rc.d/rc2.d/S99puppet
Start agent
/etc/rc.d/init.d/puppet start
Now you can sign the certificate for your new node, on your puppetmaster.
