Backport a2a603a from #16027

What this PR does / why we need it:
On Ubuntu 24.04 when installed via apt promtail does not have the permissions to get journal logs. This commit explains how to fix that issue.

Which issue(s) this PR fixes:
Maybe fixes #7836, #9922, #11306
